In previous topics I have explained about the "Naval Ops Commander Unlockable". Some of you surely trouble to get rank S. That's because you bring a very strong Navy. Try to bring 3 Light Destroyer A. How to get a Rank "S" are:

Bring Escort that require little experience. Leave them in a secure place. Make sure they are still living. Take them Alive can improve your rank.

Make sure you have completed all your Objective before leaving the area.

Destroy All Enemies both in air and land or Sea.

Make sure your ship did not damaged too badly. If so then you will not get the Rank "S"
